Christian Bruhn is from Germany and back in 1979
he made this soundtrack from 'Timm Thaler', a german 70s cult TV-series about a boy that sold his laughter to a baron called Lefuet (The german word for 'devil' backwards). In return this devil guarantees that Timm will win all bets.
Also he made music as Patrik Pacard back in 1984.

You can call it Children's Electronic Pop or Downtempo Ballad Disco music.
